What can rev limit ford 4.0l sohc engine?

I have an old 2002 ford explorer sport trac. I understand that there's a rev limiter when in park or neutral, however mine also rev limits while driving. I know there's a 'neutral' switch somewhere that I will check when I can find it and get a new one, but is there any other conditions that can cause the engine to limit at 3000 while driving. It is smooth and quiet but just won't go above 3000, the car would also not produce any spark when the temperature dropped below -10c I don't know if it is connected or a separate problem.

What is wrong with my 2013 ford explorer, the rear AC just won't turn on sometimes?

The rear ac works great when it turns on, but sometimes it just won't. Then eventually it will turn on while i'm driving.

I have a question regarding automobile fuses. I recently bought a 2002 Ford explorer. It's a bit of a basket case. When I got it the dash lights didn't work. I changed the fuse and it started working again, but the fuse keeps blowing. I have looked all over this vehicle to find any loose or bare connections to no avail. This is where it gets tricky… Now when the fuse blows the interior lights keep working, but the turn signals stop. I'm somewhat mechanically literate, but this one has me stymied. Any ideas out there?

Kayak on roof with no crossbars?

I have a Ford explorer that came with the roof rails that run front to back on both sides but do not have the crossbars. Is there a secure way to secure a kayak on top? One would think that there would be some sort of rack thing to use with these. But i don't know.

Why is this confusing?

I have a 2001 Ford Explorer Sport Trac and I'm trying to buy spark plug wires. I checked the driver side door sticker and says "Date: 5/00" and the spark plugs have 2 options; Built to 7/23/2000 and the other says built from 7/24/2000. I also checked the hood and nothing shows. Can I put either one of those 2 or will it perform weird? If I have to go to the dealer. I hope they don't charge hundreds just for a vin checkup to see when it was manufactured.
