Apt.Got flooded, what can the admins do about it?

The people above us got their apartment flooded, don't know why, and it leaked down to our apt. Part of the apt's carpet and wooden floor got soaked, walls for water damage and some areas are warped. The administration sent people to take care of this immediately by installing industrial fans in my apartment pretty much everywhere. They also are coming in and out of my place almost every day knocking down areas of the wall to fix the water damage.

My problem is that my apartment looks "under construction" right now. It's impossible to sleep well with 5 or 6 industrials fans all around you going on 24/7, the electricity bill will be horrible this month and the apartment complex is telling me to take it up to my insurance because it wasn't really their fault. My insurance refuses to pay for expenses because my apartment is technically still habitable by having running water, electricity and the sort. I really just want to change units at this point but the admins refuse to move me to an open place (the only open units are the expensive ones) without raising my rent to make up for the difference.

Half a room, half the kitchen, half the dining room and a bathroom got affected. What can I do? What are they entitled to do? Can they move me to a new place without raising my rent since it wasn't my fault? I don't want to think about getting a lawyer because I can't afford it right now but I also don't want to live like this because it wasn't my fault.

How do i get rid of weed smell on my car seats?

I recently purchased my first car and the car is perfect but the seats reek of cigarettes and weed and I would like to shampoo it but I simply don't have the time to do it or the money to pay someone to do it. Plus it's embarrassing when I have people ride with me. Is there a spray or something I could use to rid my seats of that odor that's affordable and not time consuming? Any suggestions are greatly appreciated.

Infamous Cadillac XLR, any good for a daily driver?

I'm very tempted to buy one of these beauties, but I'm Honda man and in the past i have naturally despised brands like Cadillac and Ford because I'm used to zero maintenance even at 200000 miles. Does anyone own this car or know owners of it? There's an amazing looking one up for sale right now. It is perfect in every way with a very low price tag of 10k. The two downsides are that it is an 04 (first of the generation is usually iffy) and it has about 120k miles on it. I want to know if this is a straight up deal breaker.

Any small accidents involving 2004 ford mercury grand marquis?

My father has owned this car for several years, occasionally during this time i would drive it and had about four small accidents with it in which i thought i had room to make a turn but ended up hitting whatever it was infront of me. This is more embrassing than anything else as it just would be slight damage to the bumper. I was wondering if anyone else had the same issue with it. I joke around with my father saying it has a "design flaw."

Is this an undercover cop?

Lately every time I get out of school (I'm a senior in high school) I always see this black Ford with their windows tinted in a way i can still see this man inside barely he always has shades on. I always see him when I'm waiting for the bus and whenever I see him he slows down by me and then just parks there and I notice him just taking notes but he looks at me and I felt like I was doing something wrong. I'm not a criminal well I once stole from this store over a year ago but that's about it I don't have a reason why someone would be watching me? Can anyone help me? I feel like the next time I see him I should go up to him and just ask who is he and why does he keep observing me.
