Do you think mechanics will hustle you for work you don't need done to your vehicle?

My rear brakes were squeaking pretty bad… I let a male friend of mine listen and drive around the block in my car. He told me that it was coming from the rear. I listened and surely he was right. He then followed me to the shop and explained to them… They listened as well. We left my vehicle there. They called 30 minutes later and said I needed a master cylinder and 2 wheel cylinders. I called the FORD Dealership and told them what parts I needed. They explained to me that it was unusual for a vehicle to need a master cylinder and 2 wheel cylinders… This gave me suspicions and red flags. Turns out I needed only 1 wheel cylinder on the drivers side so why would I spend money that I don't have to spend. He said usually when people change 1 they change the other side but I say not if you don't need to. Turns out I don't need a master cylinder it was his suggestion and not a diagnostic.Who do I believe the FORD Dealership which is more replical or a small neighborhood mechanic shop.

Should their be federal limits on the money police can get from traffic tickets?

In my small city- it seems like they are enriching themselves off minor traffic tickets. I've paid $600 so far this year alone and I'm not a purposefully reckless driver.

I wonder if that's how they can afford their higher salaries (than the median where I live) and 2015 ford police cruisers (whereas most people here drive old cars).

What could be wrong with my 2000 Ford Crown Victoria?

What could be wrong with my 2000 Ford Crown Victoria? - 1

Added (1). I have been dealing with overheating issues since I bought it used last year. Replaced the thermostat… It's not leaking anywhere. So I was at a light one day and all of a sudden it started steaming bad making a weird noise and now overheats VERY quickly. And someone said near my compressor a pulley was seized or something? Is it just the water pump more than likely? That's what I've been told by a few people. But the main question is if so do I need to just buy the water pump?

1996 Ford Thunderbird

My mom recently got a Ford Thunderbird and accidentally drove it into high water and flooded the engine and they gave it to me so I can drive it to school when I get my license but I have to fix the knocking in it I'm not a mechanic (I fix phones. Difference) so I don't know what I'm doing. What should I do to fix the knocking and it does start just the knocking. I think haven't really messed with it yet
