I'm about to be 16 and looking for my first car

I have to buy my own car, but I have a few requirements. First, It has to be less than $3,000. I can't afford anything more than that. I'd also like it to have good gas mileage due to the fact I live 15 miles away from any potential job. Then, last but not least, I'd like it to look nice too. I know this may be a lot to ask for, but any help would be much appreciated.

The thing is quiet as **** for a 6.7 L Diesel engine putting out 440HP. I know this isn't a cummins engine and that one of the main reasons it's a lot quieter is because of the electronic fuel pump they use, but how can I make the engine roar, even at lower RPMs?

I'm 18 and going off to college. I have the money, so I'd pay for it WITHOUT taking out a loan.

I was gonna buy a 2014 used Subaru crosstrek, because A)aside from Audis and Fords, it's the only car my family uses and B) my sister has one and I absolutely adore it.

Are foreign cars really more expensive to buy than American cars?

Just so you know, my family that lives in my area has almost exclusively owned American cars. My family said it was because foreign cars cost too much money. Well, I had suggested that my grandma buy a Mazda (she had a Ford but it got totaled by my dad), which I don't consider as all that "foreign" considering that Ford and Mazda were partners for 31 years. However, my uncle says that foreign cars tend to cost too much. However, do used Mazdas really cost too much compared to American brands?

Added (1). I'm 15. When I'm 17 I'd like to buy a Ford Sierra. A very specific model and trim and colour. But anyway, the insurance is ridiculous.
