Clutches provide clamping power that carries the torque from the motor to the wheels. If your clutch is slipping, your motor will spin up, but your wheels will not change speed at the expected rate.

Unless it is -really- bad, your clutch shouldn't slip at low engine speed. When your engine gets to 3,000 rpm or so, the power becomes greater and slippage is more likely. You might hear a sound like metal to metal contact that "spins up" at the same rate as your motor.
