Is my tie rod ends bad if my tire don't turn when the steering wheel is moved on my 2003 ford taurus?
If anyone can please give me some information on what it could be it'd be much appreciated

Could be a bearing, I mean why would a tie rod stop a wheel from turning…
If one tire turns and the other one does not you have a tie rod end that broke and is hanging and not attached to the steering knuckle!
If both tires don't turn you may have a u-joint or coupler on the steering column shaft that broke.
Tires ought to move in exact proportion to steering movement from steering wheel. Slight slack allowable for older cars due to wear etc but essentially if we turn steering wheel back and forth in a see daw action we ought to get corresponding action at wheels.
Little or no movement indicates serious wear in mechanical linkages or something broken.
As it's very much safety related get it checked out. Take too long to explain so try looking for utube videos etc. How do I check?
