Sure a car locksmith can install a NEW one!
That is why they give you two keys and tell you to write the key code down.
Find a different Ford dealership. The guy you're talking to is an idiot.
Dealers can cut new keys using the VIN to cross reference a code to put in their factory key cutter.
You'll need to tow the vehicle to the dealer.
You could always call a Locksmith.
A lock smith can cut a new key. They have ways of finding key codes which are trade secrets and why real locksmiths are "registered".
