Why the serpentine belt on a 2001 ford ranger come off every time it rains or snows?

Anybody knows why the serpentine belt on a 2001 ford ranger come off every time it rains or snows?

Wow, it must be stretched to the point of not being able to have friction with the lands and grooves of the pulleys. Altho i've never seen one do that, I guess its possible. Is the idler pulley spring still good? Actually I think on fords they use a tensioner that has the spring, so possible its weak and retracting. But I don't know why rain or snow would cause that.

Is there any way of getting to the a/c pulley to remove it from the bottom of the car instead of having to remove all of the pulleys?
