Are security guards allowed to have police lights/sirens?'?

So i live in an apartment here in Washington state and we have a security company. Theirs this guy he has a newer ford but its he has a siren i heard wail it today behind someone so i don't know if he was pulling them over or what, he also has a some lights they are yellowish and and white and this one time he had parked his car somewhere and it was flashing and the lights were kinda pointing which way traffic should go. All i'm wondering is this legal? I know he probably can have those lights but what about the siren?

Help with my Ford S Max?

Hi there basically i was a fool and changed my fuel filter on my for s max and i have now let air in the fuel lines, tried bleeding it out but no luck, so a friend of mine told me to get a hand primer to help get the air out and the fuel through the lines but NO luck with that either any one have any idea's what more i can do or reason why the car won't start i need my car started.
