Have you looked at the Mazda 3? Both Ford Fusion and Honda Civic are good cares. Civic is legendary in the marketplace. I think Honda builds the better car, past and present. A sure fire way to test this is to call any auto insurance company and talk to an agent. Insurance companies know the better cars to insure that's how they know to bill you. This is off the beaten path but a tow truck company can tell you just like a mechanic at a free standing shop, like an Evans Automotive for instance. These sources have a business interest in knowing the answer to your question. To my knowledge Honda has always built a better small car than Ford. Ford's bread and butter is the F150 that is what they do best, then the Mustang. The Fusion has the Ford name but its not what Ford does best. Ford builds the best selling truck as an auto company.
