2003 Ford Explorer - why does my car feel like it's going to lose control?

I know it's a weird question but I've had my car looked at 3 times and gotten all new ball joints and new brakes and rotors.
When I'm driving (usually on the highway or above 40mph) it will sometimes feel like my car gets stuck. It's really hard to explain what the 'stuck' feeling is. It doesn't stop or anything like that - but the wheel will get really tight and hold for a few seconds. When it releases by car will swing a little - enough to scare me into thinking I'm going to lose control of it. Someone told me it might be my sway bar? But I honestly don't know what's wrong with it. Any advice will help!

On average, how long does it take for a car to relearn it's fuel trim?

I did a battery/pcm/ecm reset 2 months ago and had noticed that after a reset, my car goes through gas ridiculously fast. I'd say it would use up 5 gallons in 60 mile drive (9-10 miles to and from work in 3 days)

It eventually goes away, but by then I've gone through quite a bit of gas. I've done another reset since then and its the same thing. Just wondering how long it usually takes to relearn the fuel trim and if there's anything I can do to speed it up.

My car is making a constant dinging sound when off?

My 2002 Ford Explorer just started today making a dinging sound when the key is out and the car is off. The sound like when you turn the car off and the headlights are still on. It's stops for a few seconds or minutes but then starts right again.

Who to call to have a stationary vehicle checked out?

Didn't know how to really word the question. We've had a ford explorer that stopped working a year ago and has just been sitting in our driveway ever since. I'm sort of interested in seeing if it's repairable still (it hasn't moved - went through winter, spring, summer, and fall) but I have no clue who to call to come look at it. Any suggestions?

Front wheels are dirtier than rears, get dirty fast as well?

It's happened for awhile now but I took my car to the car wash 4 days ago, and my front rims/wheels are already dirty. The front left is dirty but the front right is even dirtier, a little blacker than the left side.

My car is a 2004 ford explorer eddie bauer 4.6L. I believe the wheels are aluminum.
