No, they are not the same, yes both 4.6L but they are designed differently. The heads, intake and computers are different.

You might be able to use the block but everything off of the 95 would have to go on the 2000 engine, if, if it will bolt on.

1995 used EECIV, 2000 uses OBDII computers, so the sensors, wiring and such are all different. My advice, go to either the ford panther forum or crownvic forum for the firm 100% right answer.
