Formula 1 is a completely different monster from road cars. You could have amazing engines like the ecoboost line but still do very poorly in Formula 1.
F1 engines have very different technologies than road cars and lessons learnt in road car development do not apply to F1 technology.
currently, it is very difficult to join F1. With the large rule change that happened in 2014, joining F1 now means having to develop a new engine, chassis, aero package and everything from scratch while other teams have already developed and improved their own cars. They would be down a lot of development time compared to other teams.
take a look at Honda joining Mclaren last year, a year after the large rule change. Despite having some of the greatest talent in terms of engineers and the most experienced drivers on the field, they still placed extremely low in races having problems with power and reliability.

I think Ford joining Indy would make a lot more sense. The expenses wouldnt be as large, and road car technology helps more in indy as it does in F1. Both indy and F1 engines are turbocharged, direct injected V6s. The big difference though is the lack of hybridization in indy. F1 engines have a lot of hybridization using 2 regeneration systems (ERS-K through the brakes and ERS-H through the turbo) as well as the separate deployment systems. This is an extremely complex area of development and is extremely critical as we've seen Honda struggling with their energy regeneration and losing speed on every single lap compared to other teams.
Indy which does not have these extremely complex and important systems would be a much better fit for ford especially since Indy is based in North America, the area where Ford sees most of their production car sales from.

I'd like to see Ford do more work in performance and racing but not in F1. The struggle is just too much and the benefit is often times not worth it as we have seen numerous F1 teams fall into financial crisis. I'd like to see Ford go into Indy or even Formula E to help their electric car development.
