Try turning on the AC, that will force it on.

A bad coolant temperature, bad relay, burnt out cooling fan or wiring. To check fan just get 2 wires disconnect the fan and put the wires to the battery. The fan should spin. If not check the wire connections you made. If good then the fan motor is bad. You can check the coolant temperature sensor with a DVOM using a chart or checking the voltage coming from it. Instead of testing the sensor is usually $15 cheap, replacing it does not hurt. If fan still does not come on check the fuse, if good then the wiring or relay module. The constant control relay module is known to be a problem on fords of this era.

They use the same bulb as the brakes and the turn signals but both of those works, there's no voltage coming through the wire that is for the running lights when the switch is on, however the license plate lights both have 12.18V coming through and they light up. Could it be the wire has frayed over time? If not what else could it be?

Yet I'm told by Ford Delearship, that my car does not have a fan clutch. Does my car have a fan clutch or not? If not, then what is the equivalent of the fan clutch in the Lincoln LS?
