The US has the toughest standards for new cars in the world. Safety standards & pollution standards have to be met in order to sell that car in the US. AND the car makers has to pay for those tests. So if the car maker doesn't think he can sell enough new cars to cover that expense, he can decide to skip the US market. Also, note how the 'Ranger' in the picture sure looks a lot like a Ford Explorer Sport Trac, which is sold in the US.

The Ranger being sold in Mexico is the same Ranger that's been sold in Europe for past few years. It shares nothing with the older US Ranger. Ford may eventually sell it in the US, depending on how the similar 2015 GM Canyon/Colorado does.
