Pcm, loose wires, no start, ford?

I have a 2000 ford windstar that quit working. I replaced the starter. The mechanic tried the spare key, but it wasn't programmed. I took it to a dealer and they ran tests on the pcm. Pcm doesn't communicate. The wires are loose. If I fixed the wires, would that fix the car or would I still need to replace the pcm?

It is hard to tell. You can fix the loose wires and see if that solves the problem. If the correct wires are loose, it can keep the PCM from communicating.
