Check the fuses to see if they're blown and if not that then the wiring harness to see if there are any shorts. Then check the switch itself. Cop cars had tons of additional electronics added to them and they often lead hard lives so this might not be an easy fix.
After you check the fuses, the next step is to replace the headlight switch on the dash board. Not as hard as it looks…

I had bought a different tow package that had a larger weight capacity for towing my trailer. I then realized the factory tow package is welded on. Is it possible to install the after market one still?
