Is it true Watergate caused decreased voter turnout?

I have to eliminate one of these as false:

1. One result of disallusionment caused by the Vietnam War and Watergate was decreased voter turnout. (I know the 76 election was Ford vs. Carter.)

2. Oil shortages in the 1970s made Americans realize the US was dependent on the Middle East for all of its oil.

3. A cartel is an organization that controls enough of a commodity to set the world price.

Thanks. I'm leaning toward 2 for a different reason. It says "all."Technically, they can't realize we were getting All of our oil from the middle East if we were getting most of our oil from the Middle East. I'm assuming, perhaps incorrectly, that some of our oil was coming from Texas.

Of the three I would have to go with number 2.
Most already knew that we were getting oil from the Middle East and were upset over the price hike
that was going on. Once the price went up there were 7 super tankers that just happened to arrive
in port.
