Not any more. Ford sold it's interest in Mazda in 2015. Mazda currently has a partnership with Toyota. At any rate Ford's X plan would not be valid with Mazda, as Ford did not outright own Mazda, like it did with Mercury, Lincoln, Land Rover, Jaguar, and Aston Martin.
Ford sold its stake in Mazda several years ago.

My question is this. Because I'm a new member, I have not been issued a membership card. I have proof of my membership in my email inbox, with a receipt and invoice. Am I still eligible for the X-Plan?

So I no longer work at Kroger as of yesterday but I was wondering if I could still use the ford partner x-plan to purchase a car from Ford. If I can then do long do I have until it's no longer available for me to use. I do have a w-2 and also a current check that I will pick up next week.
