I believe car makers work with tire manufacturers when first designing a car.
Usually they have a details spec sheet of exactly what they want, & the suppliers bid on the contract.
All automakers select tires for their vehicles on multiple criteria. Once the engineers and designers of an automaker determines the proper tire size, speed rating, load index rating, and needed performance type (standard touring, grand touring, high performance, all terrain, etc.) for a particular vehicle they look to see what tire manufactures have available, not so dissimilar to how any individual might tire shop. The automaker obviously wants to purchase tires in mass so whatever tire manufacturer can offer the best deal they would be the winner. Please keeps in mind, automakers purchase mass quantities of tires from several tire manufactures (Continental, Goodyear, Michelin, etc.) not necessarily just one.
