What, did you have a low-budget mechanic or guerrilla swap out the tires? No way could the power steering through a code unless they manhandled the mechanism and caused damage. Balancing the wheels sure has hell would not be the cause, that's absolutely necessary.

The driver was on his phone and was told to stop and frisk him to his family when they were on their full schedule for them

The two issues are probably totally unrelated.
Balancing the wheels is done with the wheels off the car, so can't possibly damage the power steering.
The power steering unit would not be easily accessible just be removing the wheels - the undertray would also have to have been removed to get to it.
Power steering pump failures appear to be common on the first generation C-Max, but your 2014 car would be a second generation model with electrical power steering (so no pump) so the problem is most likely to be electrical rather than mechanical.

That s how an unprofessional mechanic do the job of changing and balancing the wheels.
