It's cause they want to get you in the door, so they can tell you all the other stuff you need.

It's an advertising tactic to get customers to come to their shop. The mechanics will check the vehicle over and try to up sell other repairs while you're there.
Take advantage of these specials! It costs me $27.00 just to buy oil and a filter for my own vehicle so there's no way people should be playing lube boy at home on their own cars.
