You can probably purchase the headlights at an auto parts store, but they're not going to replace them for you. They're not mechanics. Do you ask the folks at the grocery store to cook your meals for you?

Replacing headlights isn't that difficult. If you get the correct parts, all you have to do is take out the old bulb, remove a few screws, remove the entire headlamp assembly, install the new assembly, install the screws, install the new bulb, and then fiddle around a bit with the fine settings (in order to make certain that your lights are pointed correctly).

Or you could purchase the new parts, either from Rockauto or from the Ford Parts (site or a physical sales department) and get a mechanic shop to replace them for you.

If you do not feel comfortable doing it yourself, then you can go to a Ford dealer who will do it for you! They can check the "aiming" of the lights after they put in the new bulb!
But really, today's lighting is simple to replace.

Why replace them? I have sanded and recoated mine almost 2 years ago and they are still quite fine.
AND the $80 cheapies you buy at the parts store often deliver some odd light patterns as they are not
certified replacements.

Ford Focus headlights on the 04 have 3 bolts bolts you have remove, one is under the light you can't see. To get that one you have to pull the front inner fender (flimsy plastic liner) back, reach in an remove a bolt holding the bottom of the assembly. Not hard to do, just more stuff to fiddle with (just did it Saturday).

It's easier to remove the passenger side, because the drivers side has a large air box in the way.

This is not a dealer or a mechanic repair unless you just want to throw $ at it.
You will need a 1/4 or 3/8 Metric socket set and a torx (T27?) bit to remove 1 screw at the bottom of the inner fender lip.

A metric socket set and a small Torx bit set are way cheaper than the "take it to a place" options.
