Why doesn't my horn work with my Ford Explorer remote fob keychain?

I bought a new remote keychain fob for my 1997 Ford Explorer and I programed it, when I push the panic button only the lights flash on and off, the horn does not make a sound when pushing the panic button, however the horn is working fine otherwise, just not with the remote, I only hear a clicking noise coming from somewhere around the dash or under the steering wheel when I push the panic button, does anyone have any idea what the problem might be and how it can be fixed?

Dealer mechanics know. But I bet the new fob is not compatible with a 21 year old car. You need an old fob. Or a way to link the lights with the horn when fob only is used. These are relays under the dash that activate. That is the clicking sound.

I already checked and its compatible with my vehicle model and year, the locked work and the lights flash on and off, its just the horn is not working with the remote, the horn works, just not with the fob remote.
