You can buy it but you should understand that you'll need to change most of rubber parts, bushings, fluids, check all the belts. Check is there any corrosion on the body.
But if the price is low you can do it.

I once bought a 20 year old Grand Marquis that had been driven only two thousand miles a year. That car was nothing but trouble. The radiator was full of crud, the fuel tank was full of crud, the tires were dry rotted, the fuel pump diaphragm was dry rotted, the AC didn't work, the brake calipers froze up… The list goes on and on. This was all on a car with 40,000 miles.
Cars need to be driven. Letting them set is the worst thing you can do for them.
After ten years, everything rubber is probably dry rotted, the fuel will have turned to varnish, if any moisture has gotten into the motor, the piston rings will be rusted to the bores, there's a better than average chance that critters have moved in under the hood and rearranged the electrical wiring…
This is the kind of car you take advice from the Ballad of Sir Robin and bravely run away!

- Which car is the overall to keep for a couple of yrs? 1999 Nissan maxima, 1999 Altima, 2006 ford Taurus or 2002 buick lesabre? All of them have low mileage as the Taurus have 69000 and the maxima have the highest of 123000. They all under 1100 bucks.
