My car won't start. Is it the water pump?

I have a 99 Ford Explorer, V6, OHV. Yesterday the upper radiator hose blew a hole. I replaced it today and topped off the fluid. When I tried to start it it would not start. The engine just turns over and over. I think it might be a seized water pump or timing chain. I can't move the belt by hand. Any ideas?

Added (1). Ok guys. It is not a blown head gasket. (A car will start with a blown head gasket. It just won't run properly and eventually seize.) Also you need to know the thermostat and radiator were replaced a few weeks ago. I did not replace the hoses. I wasn't surprised at a blown hose since it is now getting good pressure and, I thought, good circulation. I'm not so sure about the water pump anymore.

Water pump, no. Timing chain maybe. But since the upper radiator hose blew, I wonder if you have a blown head gasket. Was it overheating before the hose blew?

OK girl. Any major auto parts store (Autozone, Advance, O'Reillys, etc) can scan for OBDII faults at no charge. No one can guess why your car isn't starting.
