Check the starter relay in underhood junction box… And check for blown fuses. Does the relay click when they key is turned on? If not, check for fuse or wiring issues. The starter circuit has two larger fuses.30 and 50 amp… And a smaller 5 or 10 amp fuse which may be blown. Could also be a bad ignition switch or bad Clutch switch (manual trans) or Transmission Range Switch (also called a Neutral Safety switch) for auto trans or wiring issues. The ground path of the relay is controlled by the PCM… Check for an issue with that too if relay is not working… Test for ground at relay with key on.

Diagrams…1st diagram is for early production models and 2nd diagram is for late production models… Differs for 5 or 10 amp fuse.

Check the battery terminals. Get a jump. Wiggle the shifter while cranking. Try starting in neutral. Swap the start relay. Check your ignition switch installation. Check battery voltage while cranking. Check for incoming and outgoing power at the ignition switch, key on Start. Check for a good engine ground. Check if starter has voltage at the "S" terminal while cranking. Check if the starter has feed voltage while cranking. Check for control ground, control power and feed voltage at the relay while cranking. Shifter in Park and Neutral, check for continuity at Park/Neutral switch. Shifter in Park and key at Start, check for incoming power at Park/Neutral switch. Key to ON, jump the starter and take the vehilce to a Ford specialist.
