I have a 2002 ford explorer 4.0 sohc won't crank turn key and it doesn't make a sound?

I have a 2002 ford explorer 4.0 sohc won't crank turn key and it doesn't make a sound. Lights, windows, blower motor, mirrors, radio all work. Wipers won't come on. I have put new battery, new starter, new solenoid. Still nothing

Could be blown fuses or bad starter relay, bad wiring, bad neutral safety /DTR switch, PCM issue, etc. First of all, if this is an early model truck, check fuses 4, 23 and 12 in the fuse box…4 is a 5 amp fuse, 23 is a 30 amp fuse and 12 is a 50 amp fuse. A later model truck would have a 10 amp fuse… Location 29… Instead of the 5 amp for the starter relay coil side circuit.

Fuse 23 supplies power to the ignition switch and then goes through a 5 amp fuse… Location 4 in fuse box (or 10 amp. Location 29 for a late model truck) … To the DTR /neutral safety switch and then to the coil side of the starter relay… Terminal 85… Which is grounded at terminal 86 by the PCM. Fuse 12 supplies power to the contact side of the relay… Terminal 30. Which then powers the starter when the relay is closed.

You should see power at terminals 30 and 85 of the starter relay when key is turned to Start and ground at terminal 86 to PCM. Since the various accessories work, I'd say fuse 23 should be good but fuse 4 or 29 may be bad/blown and preventing power to the starter relay coil side but possibly other issues. Test for power in and out at the DTR or ignition switch if needed.
