My 2002 Ford Expedition is not starting?

So my SUV has recently stopped starting. The cars engine is not turning over at all, seems like lack of fuel flow through a previous experince. I've had a few recent issues where I would park the car and come back out 20 minutes later and the car wouldn't run after turning over making me wait. A new fuel pump was installed two years ago. Also the cars electronics are going haywire. The lights are flicking on and off, the door locks are unlocking and locking, the dash board is flicking. Could this just be a fuse problem leading to the fuel pump possibly not working or is this multiple things?

If the car's not turning over AT ALL, then it's not a fuel problem. If your fuul pump stops the engine will turn over, but it won't start.

If hear a loud click down by the side of the engine but nothing moves, then it's the starter motor or starter solenoid. If no click, then it's more likely a wiring problem, a relay, fuse or switch some place.
