Yes. R12 was phased out in 96. 134a has been the standard ever since.
That is what it takes, but don't use the stuff on the store shelves. The system has to be evacuated and charged by weight; even a few ounces too little will starve the compressor or oil and a few ounces too much will cause slugs of liquid to spill out of the evaporator into the compressor where it has the same effect that chewing on rocks has on teeth. In either case it may work for a while but will almost always reduce the compressor life. It is not possible to judge the amount of charge by gauges.
