What happens if the battery of the car touches the hood its a 99 Ford escort?

It won't start anymore and Once I turn the key the fuel pump fuse keeps burning out

If it's the positive ( red wire ) battery post, you'll get a BIG bright spark & them have a dead car.

If the positive terminal on the battery touches any metal part of the cars structure, this will cause a 'dead short' with sparks!
You may have killed the battery but unlikely to have damaged the electrical system of a car of this age.

Both posts? It will short out. Well it also depends on if your car has an insulated hood and what kind of insulation is uses.

This wouldn't have anything to do with your fuel pump fuse.

You'd know if the battery posts hit the hood. The hood would get red hot and burn through and the battery would explode! It sounds to me like you have either a short in the wiring harness that runs to the fuel pump or a bad fuel pump. You should unplug the pump and see if the fuse still blows. If it doesn't you need a pump, if it still blows start looking for the short or fried wiring.
