99 ford escort air fan won't turn on. Help?!

Added (1). I have a 1999 ford escort that I rarely drive. I tried to turn the fan on an nothing. When I try to turn the air on, the compressor kicks in but no air is blowing through the vents. Is there a fuse somewhere? And if so, where is it located or could it be something worse?

Yes it could be something worse.

Check all the fuses first thing.

There's no fuse. There's a 30 amp circuit breaker marked "HEATER" in the fuse box under the hood I believe. The breaker looks like a little black box. If you have ability to check the breaker, you could check it or you could just replace it with another 30amp breaker (if there's another one in the fuse box) and see if the blower kicks on afterward if you don't have the ability to check the breaker directly.

If the resistor isn't the problem, I'd look into (in order of lowest cost to fix) the fan speed switch, the blower motor resistor (located on the blower motor assembly under the passenger side dash) or the blower motor itself.
