Have your mechanic check the oscillation adjustment screw, to make sure it is in proper adjustment, and make sure the muffler bearings are not too tight.
I would swing by ford, pay 1 hour diagnosis time, and have a tech check the car over and check for diagnostic trouble codes and service bulletins. Also, by having an experienced tech drive the car and get a feel for the surging he/she can use their experience to compare the symptom with other escapes which have had the same problem. My thoughts are that fixing the surging problem will fix your gas mileage issue, as well as a good tune up service. Be prepared because fixing cars isn't cheap. Hope this helps!

- I own a 2015 Ford Escape with 30,000 miles and runs good. My prior vehicle had over 150,000 miles and I used Gumout Regane high mileage fuel? System cleaner. I still have a bottle of the Gumout and wondering if I used it in the Escape, would the Gumout do any harm to it? I suppose I could wait until I get 75,000 miles on it before using but I'm a 3000-4000 miles a year driver and the Gumout would go bad before using it.
