Could be a bad tire or a bad alignment.

Where is the flat spot? In the middle of the thread patch? And which tire front or rear?

Is this worn area in a 'spot' or around whole tire? Scrubbing and uneven wear can be caused by such issues as alignment ( kerb impact?) worn joints.A flat spot is more often caused by worn damper.Suspension issues.Unlikely to be tire /rubber issue 'patch' itself but that can't be ruled out.
does wheel revolve easily? No grabbing by brake in one area? If so w may have issue with brakes/disc on that wheel.E.g.Crack.

Hi so as you don't also tell us which tire guess would be a front tire which could be due to a worn steering knuckle joint.

The only thing that will flat spot a tire is it being dragged aross the pavement and not turning
