WOW, what else is damaged that badly. If it were me, I would find a new one at a salvage yard. Probably much cheaper than a patch job which wouldn't really fix the issue just hide it.

You have a water leak in the seal above the latch (reason for rust out), cheaper to get another hatch in better shape, fix the leak (common problem), Score if you can find the same color and require no paint. $200
Be much less expensive to just replace it.

- Hello Was wondering how much my truck will cost to repair? I got into a minor crash under 5 mph I crashed into a guys trailer. It was very minor he told me to just keep going on the freeway there was no damage to his trailer only to my truck slightly. It didn't mess my bumper up too bad but its noticeable.
