96 Ford Windstar won't start, what should I check?

I just charged the battery, which was completely dead, and cleaned the terminals and clamps. When I turn the key the dash lights come on as normal, but it is completely dead. The starter solenoid does not even I plan to clean the starter terminal and the starter end of the + cable, I also plan to have the battery load checked at the auto parts store. But if the solenoid does not even pull in I think something else could be wrong. I need some pointers.

Jump the starter solenoid small wire to the large cable with a screwdriver to see if the starter works.

Check if there's 12V on the battery terminal of the solenoid and ignition terminal of the solenoid when cranking. Check for a good starter/body ground. Put the shifter in Neutral. Swap the start relay Could be a bad starter, bad fusible link, bad start relay, bad ignition switch, bad park/neutral switch, bad connectors, bad wires. Use a DVOM or test light and find the evidence. Do not guess.
