Sounds like the condenser is fouled. If they get plugged up with dirt, bugs and other stuff, airflow is severely reduced and you'll only get cooling when air is actively flowing quickly into the face (i.e. When the car is moving).

Use a garden hose and flush the condenser from the rear of the car forwards. Gently - don't use a pressure washer or strong stream of water.

If that doesn't work, time to check the compressor.
