Added (1). Well, I don't have a torch. How about I soak them with WD40 several days in a row? Would that help?
There are several methods of removing rusty bolts. Soaking them with a penetrating oil is one way to do it. Of course, the QUICKEST way is to cut them out with a torch and install new bolts along with the new donuts. OR just take the truck to a local muffler shop and let THEM do the work.
Not if you have an oxyacetylene torch to heat up the bolts!
WD-40 isn't a rust penetrant. It's an all purpose lube. If you're going to try a penetrant, use a REAL one like Liquid Wrench or PB Blaster. IMHO WD-40 is worthless.

Get some long box end wrenches & put some muscle into removing the bolts. If the snap OR come loose, doesn't matter - Either way they are off.
