Added (1). The dealer is the one that said it was the rack and pinion. It was in a wreck and the inner tie rod was snapped. The car steers fine.

Added (3). oh and the vehicle is a 2008 ford Taurus with 100k of mostly interstate miles.
Have all the bolts and mounts inspected. My 2001 Bonneville makes noise when I turn the wheel but that's the steering column problem they all have.
That may be motor mounts instead of the rack and pinion.
You have WORN strut bushing on the front end suspension. You may just have tighten them up, or repl. Them.

I have a ford aspire 1994 the rack and pinion leaks bad so I disabled it but it doesn't come out through the wheel well. Iread somthing about remove ing a arm from it to come out under the car. - Rattle noise when I accelerate. Sounds like plastic hitting a fan? I have a 2003 Ford Focus. Just recently every time I accelerate I hear this rattle noise. The best way to describe it is when you take a piece of plastic and put it to a fan. Or take a baseball card to a bike tire. My check engine light came on and when I had that checked they said it's either the gas cap or I have a very small leak. Could these be connected? Car also makes that sound when I first turn it on.

I have a 2012 Ford Focus, and while the horn works, and sounds (as it normally does), when I press it, it also makes a weird clicking/rattling noise (also kinda like a jingle sound - hard to describe). It sounds as if it's coming from behind the center console/under the center console, but it's hard to tell. Any ideas what it could be? With any answers - any advice on how to fix it?
