I don't know what hose you are referring to, but is can't be an oil hose, because there are no oil hoses.
Fix the "hose". Check for a vacuum leak. And maybe it is time to get a new or newer vehicle.
If the breather tube is loose that can cause rough running.
If the EGR valve is stuck open that will effect lower rpms and will likely stall the motor at idle speed.
Put your finger over the hose while idling and see what it does.
Just because you changed the plugs does not mean the plugs you put in are working. I bought new plugs for my car and had to buy 9 spark plugs before I got 4 good ones. You can't tell by looking.
I have the same engine in my truck. The rough running in my truck was caused by a vacuum leak in the hard plastic hose that runs from the PCV valve to the purge valve near the charcoal canister. There are two hoses on my truck, the hose that connects to the PCV valve and the hose that runs from the snorkel tube to the valve cover near the oil filler cap. If the PCV hose is leaking (or is not attached), you will definitely have a vacuum leak. Take the hose to an auto parts store. They should be able to find a replacement for you.

- 99 Ford ranger XLT base model. Park lights, dash lights, and license plates lights out I checked online and realized it was probably a fuse which it is. Fuse 11 in my power distribution box. The problem is I keep replacing at and soon as I turn on my lights it blows instantly. Have replaced it multiple times. So then I looked under my truck and disconnected the wiring to my taillights and replaced the fuse, it worked it didn't blow. Dash lights and license plates lights were on so I figured some where there's a problem with the brake lights. Any suggestions?
