Added (1). carb was rebuilt

I think the float and needle valve is not stopping the fuel from entering the carb.
New carb or rebuild the carb.

Needle/seat and/or float.
Time for a carb rebuild.
Change the fuel filter too.

The carb was rebuilt

Is this something that has been sitting all winter? First start-up? Even though the carb has been rebuilt, I still would suspect a sticky needle valve due to Ethanol gas. Or, maybe the little spring & pin holding up the float came loose. Instead of tearing it all apart, you maybe able to just remove the fuel line at the carb bowl, shoot some Gumout carb cleaner in the inlet, reinstall the fuel line, see what happens.
