If you have enough money, you can put any body and drive train on any frame.

No. The Mustang has a unibody (no true frame), and the complete structure of the car is what gives it strength & rigidity.
You could do it with a 1966 Ford Galaxie frame, which is a body on a frame.

Could actually build a frame relatively cheaply and there are several YouTube videos to show the process, mostly is steel, some cutting tools, a few levels and angle finders and being able to weld. Can purchase a chassis from many makers.
As Pat says the Mustang is a uni-body with modified front sub-frame for the suspension, which is linked into the main body unit with torque boxes and strut tower panels, etc. One thing many people are doing to lower valued Mustang/Comet based cars is to swap out the tower/coil over strut system to a modified Mustang II front suspension. Makes them non-original and not "restorations" but they are very well mannered drivers with the swap.
Seen a few chassis while searching Craigslist VIGOROUSLY and there are other chassis that might fit under an A with not much hassle (something closer to 1940) but have to compare wheel bases.
Personally, since I have access to a welder I'd build my own. I'm working on a 54 F100 currrently.

A 66 Mustang is a "Unibody" car. It doesn't have a separate frame. If you want to build a Ford Model A, there are DOZENS of companies out there who make a custom frame for you.
