How to change a tire on a 1997 Ford Crown Victoria?
I removed the lug nuts. The tire seems to be locked in place as I can't move it but just a little. I can't seem to pull the tire rim off the axle to replace flat tire.
What do I do next?
A little surface corrosion is holding it in place as others have mentioned.
i'll just add that whether you hammer or kick the rim make absolutely certain that the car is securely jacked up and that no part of your body is under the car when you give the wheel a few firm thumps to remove it. Also, lay the spare under the sill next to the jack: if the car does fall off the jack the spare will stop it crashing to the ground.
If you have a simple screw jack then they're very unsteady and you shouldn't do any thumping, kicking or hammering whilst the car is supported on it. Instead, reattach the lug nuts/studs but leave them loose by about 5mm (1/4 of an inch) and lower the car off the jack. Drive it a few yards and do a three point turn; that always breaks the "stiction" and allows you to easily remove the wheel after jacking the car back up again.
When you put the spare on look at the back of the wheel you just removed to see where it was sticking and then add a thin smear of anti-seize grease/paste to those same points on the spare. If you have none then a bit of WD40, vaseline, or liquid soap will be better than nothing and help prevent the same thing recurring. No Kick it with the bottom of your foot hard at the top and the bottom. It's just a bit of rust holding it on. Corrosion usually builds up around the hub and the rim jut give it a few good kicks that should knock it loose Try a heavy rubber mallet and/or WD-40 on the metal-to-metal surfaces. Jack up the car or you will be in a mess. The tire needs to be clear of the ground. Give it a good kick. It's just bound on the centre spigot bore thing.
