Clogged carburetor. It needs cleaned, and rebuilt.
Maybe clogged jets? Try without the filter in, just to make sure.
The carbuertor
Needle valve in carb float chamber. Happens a lot when cars sit for awhile.
You should probably rebuild it and clean the whole thing out.
Stuck float. Rebuild the carb.
You would expect blocked jets from your description

I drove up the street and the car broke down again. Plugged it in at the garage and it said fuel sensor fault. The garage then took that fuel sensor out and put it back in the car it was from and it was working. What could be the problem?

I heard somewhere (like 2 years ago before I bought mine) that the 2006 ford police interceptor has thAt feature. And that there's a button somewhere near the steering wheel that allows you to take the key out and run the car still. Anyone know anything about this?
