Turn the ignition switch off! If the ignition switch is in the "run" position the lights will be on. At least that is the way my 2006 focus is.
There's a switch to the left of the steering column on the dash that turns the "headlights" on. But the "day time" running feature turns low beams on any time the engine is running. Also some Focus cars have a delay built in to allow illumination after the car is turned off so that a person still has lights to get into the house or see their way around the garage. This has a timer control either right above or below the main light switch.

If you put your parking brake on before you turn the ignition off (regardless of the many settings u choose to have your lights set at: auto or otherwise) and then turn the ignition off, all (head) lights will shut off -> and will stay off after you restart the ignition (whenever that may be) -> and will turn back on the moment u release the parking brake. This is what I've learned from automatic transmission. Don't know **** about manual transmissions tho
