Flashing headlights on a 1995 Ford Crown Victoria?

I have a 1995 Ford Crown Vic when I drive the car for about twenty minutes the headlights will begin to start flashing in and out including dash cluster does anyone know what might be going on I have replaced the headlight modual and that did not do it

There's probably a short circuit. The lights flash because it's safer than having no headlights at night.

Replace the headlight switch and inspect the harness connector for melting or other damage correct as needed

The key is that the dash cluster flashes also. Under the hood, on the driver's wheel well back towards the power brake booster is a relay & fuse box. One of those fuses covers all of the dash board circuits, which includes the head lights. It's possible it's a circuit breaker instead of a fuse. Which ever it is, check to see if it's weak.
