1997 ford f150 No crank No start?

So the PCM wires were all chewed up. Got a new harness and re wired it in. Now truck will not crank or start. I found there's no power to neutral safety switch on transmission has no power to it. The fuel pump turns on. And I can get it to crank by jumping starter solenoid but it does not turn on

Sounds like you may have multiple issues going on with separate ignition /starting circuits. Do you hear the injectors clicking when cranking? Any spark at the plugs? If neither, then you may have bad crank/cam sensors or related circuit issues. Given that the PCM wires were chewed up, you may need to go through the ignition / starting circuits and testing them for issues… Bad wires or connectors, corroded, loose, etc.

The starting circuit has a few fuses and starter relay as well as a RAP or anti-theft module which may have issues. Test for power at the red/light blue wire at the ignition switch and power/ground at the starter relay. Go through the circuit and test to see where power or ground is not being applied. Check fuses. Does the relay click when key is turned on?
