It's a better idea than just letting it sit and rust into the ground.

If it has water in it, take all of the sparkplugs out & spin it several times. Replace the plugs & hope it starts. If it fires okay, run it to make sure the battery is charged, then change the oil & the oil filter.

You are hoping you don't need a new engine after it hydro locked on you. To get the water out before you bent a few connecting rods is to pull the sparkplugs and spin the engine over with the starter a few times to force the water out through the sparkplug holes. If you do manage to get the engine started as it runs a few seconds before an loud explosion is heard and notice pieces of the connecting rods and a fist sized hole in the engine block you are indeed ready for a new engine.
