How hard is it to replace a fuel filter on a car?

I have a 1999 Ford Explorer XLT SOHC v6

I think the proper term is "difficult" not "hard." Would you not agree? I also thing that you have a "new" car and now you are just ever so anxious to start doing things to this vehicle that has a "V-6" engine, not ever a "v6. Why are you so anxious to fidget with the car for? Please use Google to find any possible information but my optimum recommendation is for you to ask a professional mechanic.

Not hard

You need to look in Chilton's Auto Repair manual so you can see where that filter is and what special Ford tool you use when you take it off.

I've done it on a couple different cars and in each case the filter was mounted inline with the fuel lines on the bottom of the car. It took me about 45 minutes to do it the last time because I took my dear sweet time; it's more time consuming to safely lift the vehicle than to replace the filter.

I would assume an SUV would be super easy because of the extra ground clearance.

Its easy BUT YOU MUST RELIEVE THE STANDING PRESSURE IN THE SYSTEM or your gonna get sprayed possibly in the eyes so look it up and follow the steps its may also require a tool to expand the retainer spring clips that keep it attached to the filter so the connector can be removed from the filter otherwise you will do damage to the fuel line it costs about ten bucks also the filter is under the vehicle in front of the fuel tank in the chassis rail

If you gotta ask…
