I have a 1990 ford f-250, pressure builds in the paddle breaking system & the pads or shoes do not retract?

Check the pedal linkage & pushrod adjustment where it goes in to the master cylinder or servo.
There should be some form of adjustment somewhere on it.

From what you describe, the master cylinder is not being allowed to retract fully, as if the link from the pedal is too long.

When the piston in the cylinder is at it's proper rest position it opens vents from the brake lines back to the fluid reservoir, so pressure can't build up. Those should close as soon as the pedal starts to move, so the brakes work normally.

With the rest position adjusted wrong one way or another, either the vents don't open or there's too much "dead" pedal travel before the brake operation starts.

That's usually either a sticking piston in the master cylinder, a master cylinder too full of brake fluid, or a bad proportioning valve.
